Deputy-Ombudsman’s inspections promote development of psychiatric units
The inspections ordered by Deputy-Ombudsman Maija Sakslin to the psychiatric wards of the Pirkanmaa wellbeing services county and to Vanha Vaasa Hospital have led to development measures that improve the quality and safety of patient care as well as the treatment and legal protection of patients. Several development areas were identified in connection with the inspections. Positive issues and good practices were also found during them.
As a result of the inspections, the hospitals have paid attention to the functionality and comfort of the facilities and to patient privacy. Special attention has been paid to the use of restrictive measures, making decisions concerning them and recording them. The monitoring and reporting of restrictive measures has been strengthened to systematically monitor and reduce the use of coercive measures. The guidelines on restricting the right of self-determination have been reassessed and it has been ensured that the personnel are familiar with and find up-to-date instructions. Training on reducing restrictive measures and on ethically sustainable treatment has been organised. Investments have also been made in the induction of personnel.
The up-to-dateness of the brochures and instructions aimed at patients is monitored, and the communication of information on the rights of patients’ rights is being developed. The practices and guidelines concerning camera surveillance have been specified, and technical solutions are being considered to protect patients’ privacy. The hospitals also strive to develop and streamline the care paths of patients.
Inspections are an important part of the oversight of legality. The measures taken by the wellbeing services county or hospital after the opinions and recommendations presented in the inspection records demonstrate the effectiveness of the oversight of legality. Based on the reports received by the Parliamentary Ombudsman, hospitals have implemented and launched development measures that support the realisation of patients’ rights and the improvement of the quality of care.
