Accessibility statement of the Oikeusasiamies.fi online service
This accessibility statement applies to the Oikeusasiamies.fi online service and was published on 10 December 2025. The description of the accessibility of the service is based on self-assessment and an assessment conducted by an external expert organisation.
We aim to ensure the accessibility of our services in accordance with the Act on the Provision of Digital Services (306/2019) and the European Accessibility Act. In this accessibility statement, we describe the shortcomings in the accessibility of the service and how you can give us feedback and development proposals concerning the accessibility of the service.
Accessibility status of the digital service
The service partially meets the accessibility requirements.
Non-accessible content
The following contents and functions do not as yet meet the requirements of the A and AA levels of the WCAG criteria. Efforts will be made to correct the main shortcomings by 31 December 2026.
Header of pages in Plain English
- The programmatic text of the link is “Return to the Ombudsman's website” even though the link takes the user to the front page of the website in Plain English. (2.4.4), (2.5.3)
Footer
- Information about an external link is transmitted only visually. (1.3.1)
Hint texts
- There are shortcomings in using the keyboard and assistive devices to see hint texts. (2.1.1), (2.4.3), (4.1.2)
- Content that opens when pointed at cannot be hidden without moving the pointer. (1.4.13)
Complaint forms
- The autocomplete attribute has not been used in all fields of the form. (1.3.5)
- The language menu contains items in which the value of the lang attribute is not a valid language code. (3.1.2)
- There are incorrect references to incorrect labels in connection with preview groups. (1.3.1)
- There is insufficient contrast between the text and the background in some places. (1.4.3)
- Not all error messages are descriptive. (3.3.3)
- When the form has been sent, the heading "Preview" of the previous page remains as the heading of the confirmation view. (2.4.6)
PDF documents

Not all PDF documents stored on the website or linked to it are accessible. Among other things, they may lack the markings that indicate heading structures and would make it easier to perceive and understand the structure of the document. (1.3.1)
Other shortcomings in the service
- The pages contain links whose target may be unclear to the user of an assistive device. (2.4.4)
- The service contains texts that have been marked as headings even though they do not logically function as headings. (1.3.1)
- The service may contain lists that have not been programmatically implemented as lists. (1.3.1)
